The agreement was signed on the sidelines of the 15th AIM Congress in Dubai, taking place from September 7 to 9, 2026, during the participation of Egypt’s Minister of Planning and Economic Development Ahmed Rostom.
Egypt’s Ministry of Planning and Economic Development and the UAE Ministry of Cabinet Affairs have signed an addendum extending a memorandum of understanding between the two countries on government development, reinforcing cooperation in governance, institutional capacity building and government skills development.
The agreement was signed on the sidelines of the 15th AIM Congress in Dubai, taking place from September 7 to 9, 2026, during the participation of Egypt’s Minister of Planning and Economic Development Ahmed Rostom.
The extension was signed following a meeting between Rostom and UAE Minister of Cabinet Affairs Mohammad Abdullah Al Gergawi, where the two officials discussed ways to strengthen economic and development ties between Egypt and the UAE and leverage their respective expertise in modernizing government operations.
Rostom highlighted the longstanding economic and development relationship between the two countries, stressing their commitment to expanding cooperation in government development, strengthening governance, empowering human capital and building institutional capacity.
He said these efforts are aimed at improving the quality of public services and supporting progress toward sustainable development goals.
According to Rostom, the extension reflects both governments’ commitment to maintaining their cooperation and advancing programs designed to improve the efficiency of public institutions through the exchange of expertise and best practices in government development, capacity building and institutional skills.
The latest extension builds on the original memorandum of understanding signed in 2018, as well as previous extensions signed in 2022 and 2024, underscoring the continuity of cooperation between the two governments.
Rostom said Egypt-UAE cooperation seeks to capitalize on the two countries’ government experiences and expertise to improve governance and institutional performance while developing the skills of government employees and strengthening their ability to respond to evolving demands and challenges.
He also highlighted the Egypt Government Excellence Award as an important tool for promoting a culture of excellence across the country’s public administration. He noted that the award goes beyond recognizing outstanding institutions and individuals by creating a positive competitive environment that encourages government entities and employees to adopt best practices and pursue continuous performance improvement.
Rostom emphasized that investment in human capital remains central to government development. While technological advancement plays an increasingly important role, he said effective transformation ultimately depends on government employees who possess the knowledge, skills and ability to innovate, make decisions and turn ideas into tangible results.
The meeting was part of a series of engagements held by Rostom in Dubai on the sidelines of the 15th AIM Congress, which is being held under the theme “Reshaping Global Prosperity: Unlocking New Investment Pathways Towards a Sustainable and Inclusive Future.”
The event brings together government officials, policymakers and investors from around the world.
