Egypt signed nine agreements with France and European Union (EU) involving concessional financing and grants. These agreements, valued at €262.3 million, will support high-priority projects in sectors such as water treatment, sanitation, electricity, and railways.
Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, signed two key agreements with the French side in the presence of President Abdel Fattah El-Sisi and French President Emmanuel Macron.
The first was a joint declaration renewing technical and financial cooperation for priority development projects in Egypt—an extension of the original agreement signed on June 13, 2021.
The second was a joint declaration to implement four strategic projects aimed at enhancing Egypt’s economic development, supported by a shared vision between both nations.
Al-Mashat added that her ministry will soon coordinate with the relevant French authorities to identify priority projects to be implemented, directing financing from the French Development Agency (AFD) toward areas of mutual interest, such as sustainable infrastructure, climate change mitigation, and technological and human development.
Egypt signed a concessional financing and grant agreement for the Alexandria Regional Control Center project. The funding includes €50 million from AFD and a €10 million grant from the EU, managed by AFD, and allocated to the Ministry of Electricity and Renewable Energy.
The project aims to deliver reliable, high-quality electricity to Alexandria, upgrade control facilities in a densely populated region, and accommodate increasing national energy demand, renewable energy integration, and Egypt’s ambition to become a regional energy hub.
Agreements were also signed for the New Wastewater Treatment Plant in East Alexandria, with €68 million in financing and a €2 million grant from AFD.
The project, for the Ministry of Housing, Utilities, and Urban Communities, aims to improve wastewater services and support urban development in Alexandria, ultimately serving 1.5 million people (300,000 m³/day) by 2032.
A financing and grant agreement was signed for the Rubiki – 10th of Ramadan – Belbeis Railway Line, with €70 million in financing and an €800,000 grant from AFD.
The project, under the Ministry of Transport and Industry, is designed to boost industrial competitiveness and economic growth by facilitating freight movement from dry ports to seaports—reducing time and cost.
A financing and grant agreement was signed for the Gabal El-Asfar Wastewater Treatment Plant, with €50 million in financing and €1.5 million in grants from AFD, alongside a €10 million EU grant managed by AFD.
The project aims to enhance Egypt’s water and sanitation sector by increasing treatment capacity to meet rising population demands.
