The agreements were signed during President El-Sisi’s participation in the first-ever EU–Egypt Summit, which underscored the growing strategic partnership between Cairo and Brussels.
Egyptian President Abdel Fattah El-Sisi, European Commission President Ursula von der Leyen, and European Council President Antonio Costa witnessed the signing of several memorandums of understanding (MoUs) between Egypt and the European Union, marking a new milestone in bilateral economic and development cooperation.
The agreements were signed during President El-Sisi’s participation in the first-ever EU–Egypt Summit, which underscored the growing strategic partnership between Cairo and Brussels.
Among the agreements signed was a joint statement on a €4 billion financial support package from the European Union to Egypt. The MoU was signed by Rania Al-Mashat, Egypt’s Minister of Planning, Economic Development, and International Cooperation, and Valdis Dombrovskis, Executive Vice President of the European Commission for Economy and Trade.
The leaders also witnessed the signing of the Horizon Europe Program Agreement, which officially integrates Egypt into the EU’s largest research and innovation framework. The agreement was signed by Badr Abdelatty, Egypt’s Minister of Foreign Affairs, and Ekaterina Zaharieva, EU Commissioner for Startups, Research, and Innovation.

In addition, both sides signed a joint statement on the EU’s financing agreement to support Egypt’s economic reform program, signed by Rania Al-Mashat on behalf of the Egyptian government and Dubravka Šuica, EU Commissioner for the Mediterranean Region.
These agreements represent a major step forward in the strategic and economic partnership between Egypt and the EU, focusing on sustainable development, innovation, and support for ongoing economic reforms.
