The Government of Egypt and the Japan International Cooperation Agency (JICA) have signed a Japanese ODA loan agreement to finance the Greater Cairo Metro Line No. 4 Phase 1 Project (IV), aimed at easing traffic congestion and reducing air pollution in the capital.
The agreement was signed by Lieutenant General Kamel El-Wazer, Deputy Prime Minister and Minister of Industry and Transport, and Mr. Ebisawa Yo, Chief Representative of JICA Egypt Office.
The project will extend Cairo’s metro network from El-Ashghar Station in 6th of October City to El-Fustat in central Cairo. It includes the development of electrical, mechanical, signaling and communication systems, procurement of rolling stock, and consulting services.
The loan carries highly concessional terms, including a 0.75% interest rate, a 40-year repayment period, and a 10-year grace period. Implementation is scheduled for completion by March 2030, with the National Authority for Tunnels (NAT) serving as the executing agency.
The project falls under JICA’s Special Terms for Economic Partnership (STEP), ensuring the use of Japanese technology and rolling stock. It is expected to contribute directly to the UN Sustainable Development Goals (SDGs) on sustainable cities, climate action, and infrastructure.
Once completed, Line 4 will help absorb Cairo’s growing traffic demand, reduce environmental pressures, and promote economic activity across the Greater Cairo region.
