Egypt Cabinet approves 2026–2030 State Ownership Policy implementation plan

The Egyptian Cabinet, chaired by Prime Minister Mostafa Madbouly, approved during its meeting on Wednesday the proposed detailed implementation plan for the second edition of the State Ownership Policy Document, covering the 2026–2030 period. Ministers raised a number of comments during the meeting, which will be incorporated into the final version of the plan.

The implementation plan for the 2026–2030 State Ownership Policy is underpinned by an integrated legal and institutional framework designed to support the document’s objectives and align them with Egypt’s broader economic and development priorities.

At the core of this framework is Law No. 170 of 2025, which established the legislative basis for regulating state ownership in companies that are either fully or partially owned by the government. The law also reinforces principles of governance, transparency, accountability and institutional discipline in the management of state-owned assets and enterprises.

The plan also draws on the outcomes of consultations and meetings with Egypt’s development partners, including the International Monetary Fund, the World Bank Group, the European Commission and the Organisation for Economic Co-operation and Development, as well as local, regional and international investment banks.

These consultations are intended to align the plan with international standards and best practices in public asset management and private-sector participation, while supporting agreed structural reforms, strengthening Egypt’s investment environment and promoting sustainable economic growth.

The implementation plan focuses on the key principles governing the state’s role in economic activity, as outlined in the State Ownership Policy Document, which will serve as the primary reference framework for all implementation tracks.

It is structured around nine main implementation pillars covering priority areas for achieving the policy’s objectives. Each pillar has been translated into a set of programmes and specific measures.

Overall, the plan includes 31 major programmes comprising around 100 implementation measures, with clearly identified participating entities, timelines, targeted outcomes and key performance indicators.

The framework is designed to clarify roles and responsibilities, strengthen oversight of implementation and enable periodic monitoring of progress toward the targets set out in the State Ownership Policy Document.
