Ahmed Rostom, Minister of Planning and Economic Development, received a report reviewing the implementation status of green public investments during fiscal year 2024/2025 and highlighting the key results achieved over the period.

Green transport accounted for the largest share, representing 71.5% of total implemented green investments.
This was followed by the Decent Life initiative at 10.5%, sustainable urban development at 8%, environmental improvement at 4.5%, agriculture and irrigation at 3%, clean energy at 1.5%, in addition to investments in the telecommunications sector.
The investments were divided between climate mitigation projects, which accounted for 87% of the total, and climate adaptation projects, which represented the remaining 13%.
The minister said the growing share of green public investment forms part of the state’s efforts to expand projects that comply with environmental and sustainability standards.
These efforts are being implemented within the framework of Egypt’s National Climate Change Strategy and its broader green transition agenda, in line with international standards.
He added that the continued expansion of green investments is contributing to an improvement in Egypt’s ranking on climate-responsive public investment management indicators.
The Ministry of Planning is working to increase the share of green public investment from 15% in FY 2020/2021 to approximately 60% in the current fiscal year, 2026/2027.
The minister said this target reflects the state’s commitment to sustainable development and the transition toward a green economy by directing more public investment toward environmentally friendly projects, improving resource efficiency, reducing emissions and strengthening the ability of different sectors to adapt to the effects of climate change.
He also affirmed that the ministry would continue integrating environmental sustainability criteria throughout all stages of preparing, implementing and monitoring the state’s investment plan.
These measures aim to support more sustainable and inclusive economic growth, advance the objectives of Egypt Vision 2030 and strengthen Egypt’s position in regional and international climate action.
During FY 2024/2025, green investments were directed toward several major projects, including the Cairo Metro, the high-speed electric rail network, new and renewable energy plants, the solid waste management system and facilities for the safe disposal of hazardous medical waste.
Key climate adaptation projects included wastewater treatment plants, the rehabilitation and lining of irrigation canals, water desalination plants, coastal and beach protection and development projects, soil improvement initiatives and the modernization of on-farm irrigation systems.
