Egypt, France renew €4B cooperation agreement until 2030

The renewal follows the joint declaration signed in April 2025 during French President Emmanuel Macron’s state visit to Egypt, where he met with President Abdel-Fattah El-Sisi.

Egypt and France have renewed their technical and financial cooperation agreement worth €4 billion through 2030, with a focus on human development, green projects, and sustainable infrastructure.

The announcement was made during a joint press conference in Egypt’s New Administrative Capital by Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat and French Ambassador to Cairo Eric Chevallier.

The renewal follows the joint declaration signed in April 2025 during French President Emmanuel Macron’s state visit to Egypt, where he met with President Abdel-Fattah El-Sisi.

Al-Mashat highlighted that the agreement reflects Egypt’s economic reform priorities and its narrative for economic development, which aims to shift investment toward high-productivity, export-oriented sectors.

She emphasized that reduced public investment and increased reliance on concessional financing align with the government’s fiscal discipline and broader governance framework for public investment.

“Economic diplomacy remains a cornerstone for mobilizing development finance and channeling local and international resources toward priority sectors,” Al-Mashat said, noting that concessional financing is among the most cost-effective sources available, with favorable repayment terms.

Ambassador Chevallier described the renewal as a testament to the depth of bilateral ties and the countries’ shared objectives.

“This renewed cooperation strengthens the agreement signed by our presidents in April and embodies our common goals,” he said.

The cooperation program centers on three priority areas: human development, with higher education at the forefront,  sustainable infrastructure, and climate change mitigation through financing green projects, particularly within Egypt’s NWFE (National Platform for Green Projects) initiative.

During Macron’s April visit, Egypt and France signed a series of agreements and memoranda of understanding across healthcare, oncology, higher education, and the establishment of 100 francophone schools.

They also finalized nine concessional financing agreements worth €262.3 million covering key projects in water treatment, sanitation, electricity, and railways, including the new East Alexandria wastewater treatment plant and the Gabal El-Asfar wastewater treatment project.

The €4 billion cooperation renewal underscores France’s strategic role as a long-term development partner for Egypt and paves the way for deeper investment and trade ties alongside development finance.
