The announcement was made during her presentation of the sector’s development targets as part of discussions in the House of Representatives on the key features of the Economic and Social Development Plan for FY2025/2026—the first year of Egypt’s new medium-term development strategy (2025/2026–2028/2029).
Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat, announced that public investments allocated to Egypt’s Information and Communications Technology (ICT) sector under FY2025/2026 development plan will amount to EGP 13 billion, with EGP 9 billion financed by the state budget.
The announcement was made during her presentation of the sector’s development targets as part of discussions in the House of Representatives on the key features of the Economic and Social Development Plan for FY2025/2026—the first year of Egypt’s new medium-term development strategy (2025/2026–2028/2029).
She noted that the sector plays a central role in providing modern knowledge and digital infrastructure that support decision-making in investment, production, and employment.
Its dynamic nature and strong potential for expansion have enabled it to maintain an annual growth rate of no less than 15%, making it one of Egypt’s fastest-growing industries.
She also outlined the government’s commitment to continuing support for vital ICT infrastructure projects. These include the creation of a secure, closed government network, upgrades to state administrative connectivity systems, and the expansion of digital transformation projects.
Key initiatives under this framework include the universal health insurance system, the development of Egypt’s national digital services platform, the modernization of data infrastructure and digital content, and the automation of social welfare systems, passport and visa services, property tax records, and agricultural land ownership documentation.
Among the key performance indicators for the 2025/2026 plan, Al-Mashat revealed that the government aims to raise the percentage of citizens using online government services to 31%.
The plan also targets extending innovation hubs to cover 60% of Egypt’s governorates and expanding the number of mobile network towers to approximately 40,000.
In addition, more than 600,000 individuals are expected to receive training in ICT fields, and annual digital exports are projected to reach $8.5 billion, including $6 billion from outsourcing services.
