President Sisi's vision drives sustainable development plans in Egypt's new republic

The Ministry of Local Development in Egypt has achieved a series of successes and accomplishments on the path to the New Republic, thanks to President Abdel Fattah el-Sisi's visionary leadership since assuming office in 2014 and until June 30, 2023.

These achievements have been realized as a result of the glorious June 30 Revolution. President Sisi has directed the expansion of the National Emergency and Public Safety Network and the establishment of Egypt Service Centers across all governorates, bolstering sustainable development plans and achieving Egypt's Vision 2030.

This progress is a continuation of the country's technological advancement and digital transformation strategy pursued by the Egyptian government, facilitating services provided to citizens.

Major General Hesham Ameen, Minister of Local Development, presented the ministry's accomplishments in implementing the directives of the political leadership to establish the National Emergency and Public Safety Network in all governorates, following the example of advanced countries.

The network aims to protect public and private property, as well as the lives of citizens, through a unified and secure network that serves as the backbone for government communications, applications, and systems.

It aims to improve the quality of relief and emergency services by reducing response time, enhancing collaboration and integration among all relevant entities, and providing accurate data. Minister Ameen emphasized that the unified National Emergency and Public Safety Network is a historic achievement and a significant leap for Egypt in dealing with crises and emergencies through an integrated system that encompasses vital facilities, ministries, authorities, and governorates.

Furthermore, Major General Hesham Ameen highlighted the inauguration of the advanced Central Control Center for the Unified National Emergency and Public Safety Services Network in El Maadi on October 31, 2022, under the auspices of the President. The network supports the state's efforts to ensure various safety measures by utilizing the latest technologies, which will be subsequently implemented in all governorates. The new system will enable efficient and rapid coordination among all relevant entities to assist citizens.

Minister Ameen also revealed that the main control room for emergency and public safety management at the Ministry's headquarters in the New Administrative Capital is currently being prepared. Moreover, five fixed centers for the National Emergency and Public Safety Network have been established in the governorates of South Sinai, Port Said, Ismailia, Suez, and Luxor. Additionally, the construction of control centers in the remaining governorates has commenced.

"The coordination with the governorates includes the collection of data and coordinates of buildings and lands under their jurisdiction, which can be utilized for network purposes. We have also coordinated with the Signal Administration of the Armed Forces to supply a set of devices for implementing technical solutions through a protocol signed between the Ministry of Local Development and the Signal Administration.

Moreover, the Local Development Training Center in Sakara has been tasked with training and qualifying personnel to operate the network control centers in the governorates. The ministry continuously monitors the execution status of the centers to overcome any obstacles or challenges and ensure the completion of construction and preparation within the specified timelines," Major General Hesham Ameen said.

In other news, Major General Hesham Ameen showcased the ministry's efforts in establishing Egypt Service Centers in all governorates, following the model implemented in the governorates of South Sinai and Aswan in cooperation with the Ministry of Planning and Economic Development. This comes within the framework of the cooperation agreement signed between the Arab Republic of Egypt and the United Arab Emirates to enhance government work and establish integrated model government service complexes that provide public services to citizens in a facilitated manner.

The objectives of the service centers encompass several dimensions. On the service aspect, they aim to ensure the sustainability of government services to citizens, enhance their quality, and provide them with a seamless and efficient experience. The centers also aim to promote transparency, accountability, and accessibility in government operations.

The Egypt Service Centers offer a wide range of services to citizens, including issuing national identification cards, passports, driving licenses, and birth certificates, as well as providing social insurance services and facilitating business registration processes. The centers utilize advanced digital technologies to streamline procedures, reduce paperwork, and expedite service delivery.

Major General Hesham Ameen highlighted the successful implementation of the Egypt Service Centers in South Sinai and Aswan, which have been instrumental in enhancing government services and citizen satisfaction. The centers have received positive feedback from the public, reflecting their effectiveness in improving service accessibility and efficiency.

Following the success of the pilot centers, the Ministry of Local Development is working towards establishing Egypt Service Centers in all governorates across the country. The expansion plan aims to ensure equal access to government services for all citizens, regardless of their geographic location. It will also contribute to decentralization efforts by bringing government services closer to the people and reducing bureaucratic hurdles.

The establishment of Egypt Service Centers aligns with Egypt's Vision 2030, which seeks to transform the country into a knowledge-based economy and enhance the quality of life for its citizens. By digitizing and modernizing government services, the centers play a crucial role in achieving the vision's objectives.
